While there is some published data, I have changed it to a more Byzantine feel.
Infantry is based on a 256 man Bandon
Cavalry is based on a 300 man Bandon
Infantry is light or heavy (light infantry wears minimal armor, such as chainmail shirts, and shield, weapons are sword, spear, and bow . Heavy Infantry is full chain with shield, weapons are sword, axe, short pike, and bow.)
Cavalry is classed as light, heavy, or Ultra heavy. (Light cavalry wears scale or chain shirts, leather elsewhere, and shield, fights with bow and light lance. Heavy wears Byzantine Cataphract armor, i.e. full chain w/ scale(or lamellar) cuirass, and shield, weapons are bow and lance. Ultra heavy is the Byzantine Klibanophoros- full chain, some plate, small shield, and heavy lance.
There is a corps of engineers, and an artillery corps with medieval siege weapons.
5 Bandons = Battle
5 Battles = Army
5 Armies = A Grand Army.
Mercenaries are organized by their own local organization, and added at the Battle and Army level. There is a professional core of soldiers, and generals. Think of essentiall the Byzantine Empire as described by Sir Charles Oman in roughly 1000 AD in terms of ability and organization.
Elves have their own units and organizations, as do the Dwarves, etc. Even the goblins which are employed by the Overlord. You have units of Vikings, Chivalric Knights and other Feudal troops, Samurai, Celts, and Mongols. If pressed the City State IMCSU could probably put close to 100,000 troops in the field for albeit a short period of time.
Many troops are off in Garrisons of one Bandon (usually Infantry). Each night the troops "fort up" like the Roman legions did. But since the City is generally non-expansionistic because its bad for business, they are not generally seen as a threat to their stronger neighbors
The Navy is basically similar except organized as follows
10 ships = Squadron
4 Squadrons = fleet
4 Fleets = Vast Fleet
The Navy is a mix of galley type warships and all sail Carrack type ships. There are mercenary ships like the Viking longships which are added at Fleet level.
