I searched all the Dragon issues for 81 & 82. I got nothing.

In the first message I left, I mentioned I thought it was Pegasus, that being a Judges Guild magazine, that lead me here.

I looked through all of the Pegasus. I couldn't find anything that fit the bill.

I noticed this post in another forum when I was checking out your profile. Have you looked into OpenRPG. It is opensource freeware. Although developed for RPG, it could easily be adapted to any wargame. You can upload any image (depending on file type) as a background for either a a hex or square overlay (which can be sized to your preference).
